How come asian characters appear as "????" to my computer?

How come asian characters appear as question marks (???) to me? I just recently got a new motherboard and it cleared out my hard drive card so I can understand if I don't have something that will make the japanese or chinese characters appear as they are. But I'm just wondering do I need to download something so they appear normaly? And where? I've tried encoding and every other thing I could think of but it doesn't work.
