Does a mid-90s -2001 mustang GT make a decent track car?

with those mods a 2000 ish GT would be a good track car, also think about a new intake and a few performance upgrades just to give it some more power, the 2011 GTis just as good as an M3 on the track, so with some work an older one will be decent
