Is the ertion "This statement is false" a proposition?

Keep in mind that a proposition is a sentence that declares something as being either true or false--but can't be both. If 'this statement is false' is false, that would mean that the statement is true. Likewise, if it is true, that would mean that the statement is false. We talked about this in my discrete mathematics cl and not even my teacher truly knew the answer...
