Little cut out man (from childrens books?) you take everywhere and take pictures of? Orange shirt, pants?

You know that little guy/kid/man that people cut out and take pictures of in front of monuments or around the world? I saw some people taking a picture of him in front of the White House and I can't remember his name or his story. I think he is from a childrens book. Does anyone know what I am talking about?
